They weren't even planning on updating it after 2018, and it took their then-new game (Overkill's The Walking Dead) flopping spectacularly, Overkill nearly going out of business, and a desperate need to have something bring in a profit until PD3 was out (as the rights holders for The Walking Dead revoked Overkill's license to use their property because of how bad that game was, leaving Overkill with no new source of income) for them to come back to PD2. That being said, no, Overkill probably won't update PD2 once PD3 is out. Not to mention that, by the time PD3 goes live, it's probably safe to assume that Overkill will re-release the Ultimate bundle (this time with all the content that's come out since the old one was turned into the Legacy pack), which means that it'll likely be a very popular purchase during Steam sales (because it'll be really, really good value) I'm excited for Payday 3 as much as the next guy, but there's no way that it'll have as much content on launch as PD2 does today, and people will probably come back to PD2 once they've had their fill of whatever new content PD3 has to offer.
